While the state provides some funding for performance bonuses, pay scales for teachers are set by the local districts. Student performance levels are defined accordingly, and some districts struggle with teacher shortages in the STEM disciplines. The National Council on Teacher Quality published an in-depth study of Arizona's public education system and its ability to compete in the Race to the Top, citing the state's challenges in working towards student achievement and classroom teaching performance.
